the academic personnel; and to student services and welfare.<\/p>\n<h3>Audit, Risk, and Compliance Committee<\/h3>\n<p><strong>Bylaws Article V, Section 6<\/strong>:<\/p>\n<p>As outlined in the committee\u2019s charter as adopted by the Board of Regents, the Audit, Risk, and Compliance Committee shall have charge of the oversight of: \u00a0all audit-related matters, internal and external; compliance with laws and regulations; internal controls; enterprise risk management; and ethics.<\/p>\n<h3>Capital Planning and Budget Committee<\/h3>\n<p><strong>Bylaws Article V, Section 7<\/strong>:<\/p>\n<p>The Capital Planning and Budget Committee shall have charge of consideration of all matters related to the physical environment of the University of Wisconsin System institutions, as outlined below:<\/p>\n<ul>\n<li>Establish standards and identify resources to maintain, renew and replace (when needed) existing capital assets<\/li>\n<li>Promulgate policies related to the development of the biennial capital budget<\/li>\n<li>Explore innovative funding strategies to help address the facilities needs of university campuses<\/li>\n<li>Establish policies for the appropriate use of internal and external sources of funds for capital needs<\/li>\n<li>Review long range development plans, master plans, and transportation plans<\/li>\n<li>Review campus boundaries and authorize real estate transactions<\/li>\n<li>Review design reports and authorize construction of capital projects<\/li>\n<li>Review naming of facilities<\/li>\n<li>Determine disposition of decommissioned facilities<\/li>\n<li>Ensure compliance with local, state and federal regulations related to zoning, environmental protection, physical safety and removal of architectural barriers<\/li>\n<\/ul>\n<h3>Personnel Matters Review Committee<\/h3>\n<p><strong>Bylaws Article V, Section 8<\/strong>:<\/p>\n<p>The President of the Board may refer faculty and staff personnel matters involving requests for hearing, petitions for review, and appeals to the Board to the Personnel Matters Review Committee.<\/p>\n<ol style=\"list-style-type: lower-alpha\">\n<li>Mandatory review. \u00a0Where an opportunity to be heard, a review or an appeal to the Board is required by s. 36.115(4), Wis. Stats.; by the Board\u2019s administrative rules, such as ss. UWS 4.08, 5.14(3) or 11.10, Wisconsin Administrative Code; or under Board policies, the Committee may conduct the hearing, review or appeal. \u00a0All such proceedings shall be conducted upon the record of the matter created at the institutional or administrative levels. The Committee shall prepare recommended findings and a decision, and shall transmit them to the full Board for final action.<\/li>\n<li>Discretionary review. \u00a0Where consideration of a matter by the Board is discretionary either under the Board\u2019s administrative rules, such as ss. UWS 5.14(2), 6.01(5), 6.02, 11.07, or 12.05(8), Wisconsin Administrative Code, or under Board policies, or on any other basis, it shall first be determined whether the request for Board consideration should be granted. \u00a0In making the determination, the following factors shall be considered:\n<ol>\n<li>The case involves substantial constitutional claims;<\/li>\n<li>There is a serious concern that the chancellor has abused his\/her discretion or exceeded his\/her authority;<\/li>\n<li>The decision made at the institutional level could have system-wide implications; or<\/li>\n<li>The final institutional decision is based upon facts not supported by the record, resulting in material prejudice to the individual seeking review.<\/li>\n<\/ol>\n<\/li>\n<li>If the Board determines that a request for Board consideration should be granted, the Committee may conduct the review or hearing. \u00a0All such proceedings shall be conducted upon the record of the matter created at the institutional or administrative levels. The Committee shall prepare recommended findings and a decision, and shall transmit them to the full Board for final action.<\/li>\n<\/ol>\n<h3>Committee on Student Discipline and Other Student Appeals<\/h3>\n<p><strong>Bylaws Article V, Section 9<\/strong>:<\/p>\n<p>The President of the Board may refer requests for hearing, petitions for review, and\u00a0appeals involving student discipline or student governance matters or student discrimination\u00a0complaints under s. 36.12, Wisconsin Statutes, to the Committee on Student Discipline and\u00a0Other Student Appeals.<\/p>\n<ol style=\"list-style-type: lower-alpha\">\n<li>Student discipline matters.\n<ol>\n<li>Under ss. UWS 14.10 and UWS 17.14, Wisconsin Administrative Code, the\u00a0Board may, at its discretion, grant a review upon the record of the final\u00a0institutional decision in a student discipline case. \u00a0In such cases, the\u00a0Committee on Student Discipline and Other Student Appeals shall make an\u00a0initial determination and recommendation to the full Board as to whether the<br \/>\nrequest for review should be granted. \u00a0A written request for review under\u00a0s. UWS 17.14, Wis. Admin. Code, must be submitted to the Secretary of the\u00a0Board within 14 days of the final institutional decision. \u00a0In determining\u00a0whether to grant a request for review, the following factors shall be\u00a0considered:<\/p>\n<ol style=\"list-style-type: lower-alpha\">\n<li>The case involves substantial constitutional claims;<\/li>\n<li>There is a serious concern that the chancellor has abused his\/her discretion or exceeded his\/her authority;<\/li>\n<li>The decision made at the institutional level could have systemwide implications; or<\/li>\n<li>The final institutional decision is based upon facts not supported by the record, resulting material prejudice to the individual seeking review.<\/li>\n<\/ol>\n<\/li>\n<li>The Committee\u2019s recommendation as to whether the request for review should\u00a0be granted shall be transmitted to the Board for action. \u00a0If the Board determines that the request for consideration should be granted, the Committee may conduct the review. \u00a0All such proceedings shall be conducted upon the record of the matter created at institutional or administrative levels. \u00a0Unless the request for review is withdrawn, the Committee shall prepare\u00a0findings and a decision, and shall transmit them to the full Board for final\u00a0action.<\/li>\n<\/ol>\n<\/li>\n<li>Student governance appeals.\n<ol>\n<li>Mandatory review. \u00a0Where review of a student governance matter is required\u00a0by the Board&#8217;s policies, such as by Regent Policy Document 30-3, <em>Guidelines\u00a0for Student Governance<\/em>, the Committee may conduct the review. \u00a0All such\u00a0proceedings shall be conducted upon the record of the matter created at the\u00a0institutional or administrative levels. \u00a0The Committee shall prepare\u00a0recommended findings and a decision, and shall transmit them to the full\u00a0Board for final action.<\/li>\n<li>Discretionary review. \u00a0Where review of a student governance matter is\u00a0discretionary under the Board&#8217;s policies, such as Regent Policy Document 86-4, <em>Guidelines for Implementation of s. 36.09(5), Wisconsin Statutes<\/em>, the\u00a0Committee shall first consider whether the request for Board review should be\u00a0granted. \u00a0In making that determination, the following factors shall be\u00a0considered:\n<ol style=\"list-style-type: lower-alpha\">\n<li>Whether there is a serious concern that the chancellor or the president\u00a0has abused his\/her discretion or exceeded his\/her authority; or<\/li>\n<li>Whether the decision of the chancellor or the president could have\u00a0systemwide implications.<\/li>\n<\/ol>\n<\/li>\n<li>Where the review of a student governance matter is discretionary, the\u00a0Committee shall prepare a recommendation as to whether the request for\u00a0review should be granted, and shall transmit it to the full Board for action. \u00a0If the Board determines that a request for review should be granted, the\u00a0Committee may conduct the review. \u00a0All such proceedings shall be conducted\u00a0upon the record of the matter created at the institutional or administrative\u00a0levels. \u00a0Unless the request for review is withdrawn, the Committee shall\u00a0prepare a recommended decision, and shall transmit it to the full Board for\u00a0final action.<\/li>\n<\/ol>\n<\/li>\n<li>Appeals of decisions on student discrimination complaints.<\/li>\n<\/ol>\n<p style=\"padding-left: 60px\">Mandatory review. \u00a0Section <em>36.12 Wisconsin Statutes<\/em>, affords students the right to\u00a0appeal to the Board from institutional decisions on discrimination complaints. \u00a0In such cases, the Committee may conduct the review. \u00a0All such proceedings shall be\u00a0conducted upon the record of the matter created at the institutional level. \u00a0The\u00a0Committee shall prepare recommended findings and a decision, and shall transmit\u00a0them to the full Board for final action.<\/p>\n<\/div>\n\t\t\t<\/div><\/div><\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t","protected":false},"excerpt":{"rendered":"","protected":false},"author":30,"featured_media":0,"parent":0,"menu_order":0,"comment_status":"closed","ping_status":"closed","template":"","meta":{"footnotes":""},"class_list":["post-543","page","type-page","status-publish","hentry","cfct-can-haz-build"],"_links":{"self":[{"href":"https:\/\/dev.wisconsin.edu\/regents\/wp-json\/wp\/v2\/pages\/543","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/dev.wisconsin.edu\/regents\/wp-json\/wp\/v2\/pages"}],"about":[{"href":"https:\/\/dev.wisconsin.edu\/regents\/wp-json\/wp\/v2\/types\/page"}],"author":[{"embeddable":true,"href":"https:\/\/dev.wisconsin.edu\/regents\/wp-json\/wp\/v2\/users\/30"}],"replies":[{"embeddable":true,"href":"https:\/\/dev.wisconsin.edu\/regents\/wp-json\/wp\/v2\/comments?post=543"}],"version-history":[{"count":21,"href":"https:\/\/dev.wisconsin.edu\/regents\/wp-json\/wp\/v2\/pages\/543\/revisions"}],"predecessor-version":[{"id":28324,"href":"https:\/\/dev.wisconsin.edu\/regents\/wp-json\/wp\/v2\/pages\/543\/revisions\/28324"}],"wp:attachment":[{"href":"https:\/\/dev.wisconsin.edu\/regents\/wp-json\/wp\/v2\/media?parent=543"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
